Cao Wei is the first expert to propose the concept and standard of "organic cities and towns" that integrates urban environment, architecture, health and culture. In his The Space Behind the Third Eye, Mr. Cao stated that the essence of "organic" in the "organic cities and towns" lies in its natural vitality, an urban form that the city can grow and update according to its natural development law without the interference of unnatural factors, and has the functions of urban optimization, regulation, and metabolism. As the existence of the city is based on the gathering activities, living and recreation of humans, so the healthy environment of an organic healthy town should be the combination of institutional, natural and facility environments and should be built with an integrated healthy environment covering food, housing, transportation, environment and health management. A healthy life requires not only the concept of healthy living, but also a healthy living environment and healthy elements. In other words, a good healthy life cannot be separated from an environment that is conducive to healthy living, and the fact that residents can easily and regularly participate in physical exercise is the manifestation of an organic healthy city.

In response to the construction of new urban areas and the renovation of old city areas in the surrounding areas, Mr. Cao proposed the concept of creating an "organic, low-carbon and slow-paced life city". The cultural and sports buildings in the Xiaoshan Olympic Sports Center area can implement the conditions and standards on environmental and experience elements proposed by the International Alliance of Organic Cities & Towns Environment. The significance of a "slow-paced life city" is, through extending and improving “slow-paced life” space and enriching and adding cultural and sports facilities, advocate the low-carbon and slow-paced urban living space system, and promote healthy and low-carbon living. It also advocates the protection of urban traditional culture and urban spatial morphology, as well as the urban ecological space system. Organic city and town system encourages public transportation and centralized parking system, improves slow-paced traffic system and environment, and facilitates residents’ social connection, participation in social activities, and exchange and mutual assistance between neighbors, so as to change their living environment and health status, and let people return to natural and healthy living habits and social exchange environment. At the same time, it also focuses on protecting traditional history and local culture and creating the best healthy environment and outstanding traveling or living experience for residents or tourists.
